I know a little c++, but do not use it on a regular basis.  I am more familiar with c# and Visual Studio.

I have inherited a installer project that has a bootstrap written in c++, but using Dev-C++. Most likely this was done because it does not require a license, and, the VS community edition (while free), cannot be used on an enterprise project.

As we do no have Dev C++ IDE in our side, but I'm pretty sure that VS does not open .dev project. At lease, there is no such converter as i know. So you may try to find if there are any options in Dev C++ to save the project as .snl or .vcproj file.

And I think you could try to copy the source code and to past in VS C++ file.
