If you right-click the empty white space where the devices used to be, you will see a menu that has "Show Disabled Devices" and "Show Disconnected Devices" as options.

By default, the Sound control panel will show disconnected devices, but not disabled devices.

If you click on "Show Disabled Devices", the devices you disabled will show up; you can then right-click them and re-enable them.

In fact, it's SO annoying that we changed it. Builds >= 14260 will have BOTH "Show Disabled Devices" and "Show Disconnected Devices" checked by default. (The most current external release at the time I write this is 14257.)
