I want to query to "isDeleted" make true for all child according to its parent ID

Hi,

I understand in the "ID" column is the Parent ID and for "IsParent" will based on the ID column to make parent-child relationship.

This requirement can't be achieved in a single list, I would suggest to use another list to store the "IsParent" field and then use Join action in CAML which like SQL:
