Refer to your description, you want to create an offline installation of VS 2017, please check this document: Create an offline installation of Visual Studio 2017

You can check this: Create a network installation of Visual Studio 2017 and follow the steps as below:

1. Download the edition of VS you want from: Visual Studio Downloads
2. To create an offline installation with all languages and all features, use one of the commands from the following examples. (Make sure that you run the command from your Download directory. Typically, that's C:\Users\<username>\Downloads on a computer that is running Windows 10)
   • For Visual Studio Enterprise, run: vs_enterprise.exe --layout c:\vs2017offline
   • For Visual Studio Professional, run: vs_professional.exe --layout c:\vs2017offline
   • For Visual Studio Community, run: vs_community.exe --layout c:\vs2017offline

I tried the above layout command before and the total size should over 20GB, about 20~30GB per your download requirement.
