Since you are asking in the Windows SDK forum, I assume you are asking about the DirectX headers and libs in the Windows SDK. Those are already in the Windows 10 SDK preview, which is shipped with Visual Studio 2015 RC. The documentation is already out at MSDN online on how to setup a DX12 programming environment. 

Also ask in the DirectX forums if you have any questions on using DirectX APIs.
