I have .resx file located in each web application virtual directory. I have a button event which reads a value from this .resx file and displays a message. If I change the number manually in a given web application IIS folder on all existing servers in the FARM, the value is not picking up in SharePoint site where I have button event.

I thought, once the site is provisioned the value is stored in database and created a new site collection and activated the feature, still the same issue with new site as well.

If I modify the solution and redeploy the package then the value in .resx file gets modified and Am I fall into same issue? How can I modify the .resx value with out redeploying the solution. Thanks!
