If the error occurs at creating a new UWP project, the UWP template could be missing or corrupted.

请尝试从 $重新下载最新的VS 2017安装程序b $ b Visual Studio下载
并以管理员身份运行，然后点击旁边的其他选项图标"启动"按钮并选择"修复"进行修复。

Please have a try to re-download the latest VS 2017 installer from Visual Studio Downloads and run as administrator, then click additional choices icon which beside the ‘Launch’ button and choose ‘Repair’ to repair.

Then After that, make sure windows update is up-to-date, clean up the %temp% folder and temporarily disable any antivirus software, reboot the computer and re-run the VS 2017 Enterprise as administrator again.
