I'm not familiar with Paypal api, just a fast glance. The api is a group of webservice. Since that silverlight could use WCF client to access service, we have the possibility to consume paypal api from silverlight. However, note that there are additional security limitation for silverlight to access network resource, and silverlight version wcf is a sub set of WCF, much binding cannot be used. So, it's still a question whether it's possible for silverlight to communicate with Paypal.
