Where did you notice such an information? Are you sure that you didn't see a pirate site?
You can download Microsoft software only if you have a TechNet or MSDN Subscription. Alternatively, you can buy Microsoft Office or Microsoft Word from the Microsoft Store or use some of the special programs for students (if you're a student, of course) like Dreamspark or MSDN Academic Alliance.
You can download for free only trial versions or software that are released for free (like Microsoft Security Essentials or Microsoft SharePoint Founddation 2010).
