It seems that with VS 2017 you need to select at least ".NET Framework 4.5" on the New Project dialog to get the "ASP.NET Web Application (.NET Framework)" template that allows you to select MVC once clicked. Selecting ".NET Framework 4" you get only the "ASP.NET Empty Web Application", that doesn't offer MVC.
