We are migrating from a SharePoint 2010 farm to a SharePoint 2013 environment.  Every time we bring over another content database, the longest step is the MigrateUsersToClaims on that database - it takes several hours.  Is this step necessary?  Would the mount and upgrade not be enough when adding the database to a claims environment?  Or is there a faster process?

Mount all of your databases then run Convert-SPWebAPpplication -Identity http://webAppUrl -From Legacy -To Claims -RetainPermissions:

If you mount databases after running the above, just re-run it to covert identities from classic to claims for the new databases. The Convert-SPWebApplication cmdlet is significantly faster than the older method.
