I am running Windows Server 2016. I am running the install exe from this site, https://developer.microsoft.com/en-us/windows/downloads/windows-10-sdk. It starts the install but when it gets to installing the App Verifier it fails. In the log is this entry, "Application Verifier x64 External Package -- Error 1303. The installer has insufficient privileges to access this directory: C:\Program Files (x86)\Application Verifier.  The installation cannot continue.  Log on as administrator or contact your system administrator." I am running the installer as administrator. I am logged onto the machine as administrator as well.

I followed the app verifier installation workaround here, https://blogs.windows.com/buildingapps/2015/07/09/windows-10-sdk-preview-build-10166-released/#YFuCGdfgp81RK8qJ.97. The message shown after it runs is the app verifier is properly installed. This appears to be an installer issue. But if someone knows any other workaround please let me know.

Edit: Found a work around. Unselected Install Application Verifier in the list of products to install. I'm not sure but guessing this issue is a conflict with the SDK installed with Visual Studio 2017.
