For some reason I can't downgrade Windows Phone 8.1 project to Windows Phone 8.0. I have Visual Studio Ultimate 2013 and I am working with Hub app project. I have installed SDK 8.0 but for some reasone I don't have an option to downgrade the project.

In any case, a Hub project is a Windows Runtime (not Silverlight) type of application. Windows Runtime was introduced in WP 8.1. You cannot even create a 8.0 Hub project. You can convert a Hub project to a Silverlight 8.0 Panorama project but you'll have to do it manually.
