It seems like Microsoft inserted some T() functionality into the matrix math that ends up breaking COUNTIF when it is passed an array via a Name and not a Named range object. Yet I can do the matrix math on the same array without problem. Yet the output of the matrix math and the COUNTIF don't match even when both are passed a range object [which is why I postulate the T() logic in their code].
