When querying phone contacts, is it possible to get information about when the contact was created and/or modified?  I've looked at the Contact class but there are no date properties available.

There is only one API that allows access to contact data. If the necessary information is not available there then I fear that you currently can't get that information. If you require that functionality it would be best to create a suggestion for it on the WPDev user voice site and detail your use case there.
