My Solution: I have figured out that the problem was occurring when I was testing the app on the phone that was not previously installed directly from the Windows Phone Store, but deployed to the phone from Visual Studio. Once I changed my app GUID to match the beta app in the Windows Phone Store that was previously installed to the phone directly from the Store, this problem disappeared.
