I am doing some research, my client has asked if we can perform an upgrade from an existing SharePoint 2010 Farm to another existing Farm that is 2016, but only has Project server on it at this point.

All database upgrades i have done in the past are from 2013 - 2016, can this be done from 2010 - 2016 ?

You must first upgrade to 2013, convert the sites using Upgrade-SPSite, convert to Windows Claims if necessary, then upgrade to 2016.
