I am developing apps for windows phone using VS2012-professional and installed SDK 8.0. I am in dilemma that with this setup Can I  develop an app which runs on all windows phone or it will only be run on windows phone which is having OS 7.1 and 8.0?

If you want an app that will run on Windows Phone 7, 8 and 8.1 you have to develop a windows phone 7 app (you can do it on vs2012).

If you want an app that can be launched on Windows 8.1 and Windows Phone 8.1 (not available on previous version) you have to write a universal app, you'll have up to 90% of code shared between apps.
