I put my C# program to the startup menu in Windows10.

However program doesn't run even though it is show in the task manager.

The Publisher is most likely coming from the digital signature of the binary, if it has one. There is no publisher property for binaries. You can confirm this by looking at the properties for the items in the list and looking at the digital signatures. A binary can have a company but it isn't using that AFAIK.
