If you take a look at the new MSDN and TechNet Search Feedback forum, you'll find that, as of 30-Aug-2008 19:41-EDT, there are no posts about Search.
Either there are a number of people who have major difficulty understanding the Announcement post that tells what that forum is for, or there's some defect with the UI of this Forum software - such that these people thought they were posting somewhere else.
Also, unless this defect somehow targets the Search forum, there must be a lot more new posts that have gone astray throughout the various Forums.
I have occasionally seen the "Create Thread In:" dropdown not populated. Perhaps there's some scenario where it is populated incorrectly.

I doubt if this is a problem with the forum software, just with it's users.
I've had people who are "searching" for answers to (non-search) technical questions in the "SharePoint - Search" forum too. (and people posting general - but not SharePoint - questions in the "SharePoint - General" forum).
You'll probably also have noticed that the Bug Reports forum here (for bug reports on the forum software) used to be heavily populated with reports of bugs (many of which weren't bugs of course just problems in usage) in products that had nothing to do with the forum software.
I was recently given moderator rights to that (and this) forum and have moved most of those mis-directed posts from that forum to the Off-Topics posts forum. I have now reported your concerns about the Search Feedback forum and have requested similar moderator rights to that, so I can remove off-topic posts there too.
It might be a few days, but I would imagine that that forum could be added to the other two I have.
