To set the icon properly, I believe you need to have a true *.lnk file instead of a *.url file. I believe that the icon for url files are pulled from a central location. I didn''t find much useful information on the topic unless you want to modify the registry:

Otherwise, change the shortcut to be a *.lnk file and set the icon to whatever you want.

No solution found, so I have used Virtual directory path to specify icon in .url file. Can not use path like mentioned above.
