This isn't really a phone question - what you're talking about is monitoring an RSS feed that subsequently sends out toasts on it's own.

You would set up a continuously-running app (such as a Windows Service) that monitors the RSS feed on a regular basis - perhaps once every five minutes - and then creates the notification to be sent to the phone.
