You cannot use a windows service as a service does not have access to a user's desktop. You'd need a regular application that starts at login. Of course how you'd screenshot the browser is an entirely different story and one that isn't simply at all. You could theoretically screenshot the screen every once in a while but there are no promises. Personally, if you wanted to see the browser history then use a network sniffer.
