This does not appear to be a documented registry key. The only references I see to the RDP-Tcp keys are diagnostic articles. Modifying registry keys which aren't explicitly documented as modifiable is not recommended and likely not to give consistent behavior.

Often parts of the system will write their internal information to the registry for others but pay attention only to their own information store. That would explain why the RDP color depth does not pay attention to the registry value. The key may have been left there so parts of the system outside of RDP (and for compatibility with apps which are reading the key even if they shouldn't) can read it.
