When attempting to use the .NET 4.6 Targeting Pack installer (found at: https://www.microsoft.com/en-us/download/details.aspx?id=48136) I find that the installation doesn't actually install the reference assemblies. The files should show up, at least on my system, under "E:\Program Files (x86)\Reference Assemblies\Microsoft\Framework", however they don't show up at all.

I have also found that running the installer again and selecting "Repair" causes the files to be installed to the correct folder but on the wrong drive. Specifically, it installs them to "C:\Program Files (x86)\Reference Assemblies\Microsoft\Framework".
