Hi,
I currently have .NET Framework V4.5.1 and simply wish to have V4.5.2 .NET Framework on it as well.

So I get it from here and attempt to install it:
https://www.microsoft.com/en-gb/download/details.aspx?id=42637

After the intall files have been decompressed I get the error:

Blocking Issues:
Setup cannot continue because a previous installation requires your computer to be restarted. Please restart your computer and rerun Setup.

I repeated this process 3 times and keeps failing. 

It points me to https://docs.microsoft.com/en-us/dotnet/framework/install/troubleshoot-blocked-installations-and-uninstallations which is not helpful to me.

Please help ASAP, thanks for your support.
