We are currently using SharePoint 2013 on Prem.  I wanted to know if we don't sync accounts via the user profile service can they still access sharepoint? Example we have multiple admins who manage the environment but very rarely need to access it but on odd occasions do. we don't want it to be seen in the org chart or search but don't want to have to filter them out. Can we just remove them from the user profile sync, or will this remove their access?

User Profiles have nothing to do with permissions, so absolutely you can remove them.
