My HR department would like to run a report on the sites and information accessed by our Organization. We would not like to grant the SCA permissions to them, but need to maintain the chain of custody by not pulling the report ourselves (IT).

There is an explicit check for the Audit Page to validate the user has SCA on the Site Collection. Because this is hard coded, there is no way around that.
