问题是存在于所有页面还是仅存在一个特殊页面？ 

如果问题只存在于一个特殊页面中页面，尝试添加"？contents = 1"在网址末尾，从网页中删除自定义网页部件并比较结果。 

确保用户有足够的权限来编辑网页。

Having some odd behavior in a SharePoint 2013 Enterprise environment where when I go to edit a page from the gear - I have to click save before the ribbon activates and I can actually edit the page. This is not the default behavior as clicking from the gear -> edit should activate the ribbon.

The Publishing and Enterprise features are activated. The build version is  15.0.4953.1000. The error that occurs every time that I try to edit the page using the gear icon is:

Exception in file "C:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\15\Template\Layouts\EditingMenu\SiteAction.xml: Object reference not set to an instance of an object.

Is there some error message when you click edit page?

Does the issue exists in all pages or just one special page? 

If the issue just exists in one special page, try to add "?contents=1" at the end of the URL, remove the custom web parts from the page and compare the results. 

Make sure the user have enough permission to edit the page.
