No you cannot add your own custom keying module for the default IPsec implementation.  IPsecKeyManagerAddAndRegister0 is used to implement the Trusted Intermediary Agent scenario (essentially a trusted man in the middle).

The keyManagerKey is a GUID that identifiers your IA.  You can create this using UUIDCreate
