I am trying to interpert pptx file and encountered one attribute "cap" of a:rPr element. The valid values as per ECMA-376 are defined by enum ST_TextCapsType

For the value"small" ECMA-376 says "Apply small caps to the text. All letters are converted to lower case." But inside PowerPoint when I choose "Font -> Small Caps" then PowerPoint actually uses the Capital letters but reduces the character height. Whereas ECMA-376 says "All letters are converted to lower case". Isn't PowerPoint doing the wrong thing, or is it that the spec is not clear?
