is there currently a way to change the Site Collections URL again in Modernnew?
My favorite used to possibility was PowerShell and the Backup/Restore variant.

In order to change a site collection's URL, the first step is taking a site collection's backup using the Backup-SPSite cmdlet.
Then create a separate content database for the to be restored site collection using the New-SPContentDatabase cmdlet as following

New-SPContentDatabase< DatabaseName> -DatabaseServer< DatabaseServerName> -WebApplication< WebApplicationURL>
