I have installed following server,
Windows Server 2008 R2 Enterprise (SP1) with Microsoft SQL Server R2 Developer Edition (64-bit)

Recently I have noticed task manager resource monitor under network tab,
TCP connection utilization is 100% (0 to 10) (plz check attached picture)

Network Mnoitor is a tool used to sniff packets.  You could use this tool to undersatnd what this traffic is, assuming that network traffic is being generated.  This would require some network knowledge, but Network Monitor might be able to associate that traffic to a specific process.
