When I encode a video using the h264 encoder the resulting video is very blocky. I thought at first it must be something I am doing improperly in my code, but then I tried the same thing using the MFCopy example (from the Media Foundation Blobs). The results were the same. The quality degrades significantly no matter what I set the bit rate to. In MFCopy I have the following command line options: -v H264 -xa -br 24000000 FILE0009.MOV test.mp4

I am using a sample from the Media Foundation Blog (MFCopy), and have included the videos, so it seems like there is enough information. Does the h264 encoder just not work well?
