I am have an excel 2007 document where I want a column data to in time format, however, I am not getting that result. For example - I have 06:30 written in the cell, but when I click on the cell I see 630 appearing in the formula bar. Is this a bug? how do I fix this?

You must have some sort of formating set in the cells.  Excel if the cell is Genral format will recognize the time automatically (depending on your country/international formats) and will change the cell to a time format.
