I keep getting build errors concerning various LIB files that cannot be opened.  I must quit and relaunch Visual Studio to clear the problem.  Just closing and opening the solution will not do.

I see that the file in question is opened by devenv.exe itself.

At first I was assuming that this had to do with changing project files outside of VS and making VS notice that and reload.  But it just happened when the only change was to a .h file since the previous successful build.
