What is the purpose of the subLayer (Key)

This identifies which sublayer you want the object to be in.  By default if a key is not specified, the object will be placed in FWPM_SUBLAYER_UNIVERSAL.  If you create your own sublayer, you can use that key to put the object in it.

sublayers are to assist in arbitrating filters and to ensure everyone gets a voice in the filtering decision.
