In SharePoint 2013, to sync content from test environment to dev environment, I suggest you could backup content database in test environment and restore it to dev environment.

您可以使用Mount -SPContent数据库，用于将现有内容数据库附加到服务器场。

And you could use Mount-SPContent​Database to attach an existing content database to the farm.
