Why am I not able to 'Open Project' when I navigate to the local directory where I know the file exists...
When I navigate to the local directory I get a "No items match your search." message even though the files do in fact exist under the directory where I am looking.

Is there a setting that I need to change that will allow me to navigate and open the project within VS?

Please select All Project Files and check if your project has solution file (*.sln). You could also create a default project and then open it to make sure that visual studio is ok.
