我管理一个ApplicationInsights实例并有多个用户.

I administer a ApplicationInsightsinstance and have multiple users.

However, despite having almost all roles inside ApplicationInsights now(everything with writing/owner through IAM) my users are not allowed to create/save "workbooks" or save "user flows" inside this ApplicationInsights.

能否请您添加角色分配" ，并为您的用户提供"Application Insights组件贡献者"的角色，并查看是否有帮助.

Can you please "Add role assignment"  and provide a role of "Application Insights Component Contributor" for your users and see if that helps. 

您还可以验证是否可以共享现有的工作簿或UserFlows，并查看它们是否可以查看，编辑和保存它们.

Also you can verify if you can share the existing Workbooks or UserFlows and see if they can view, edit and save them.

One thing I have come across for the UserFlows when you click the +New nothing seems to happen right away , however please click on the edit and save it as a new UserFlow.
