After the completion timer job successfully, when I checked site collection then I found that the new template is not reflected to the content type where it has set "No" for "Should this content type be read only?"

The subscribed content types are marked 'read only' in the target site collection. Users are unable to manage/change the synchronized content types inside the target site collection. Please try to clear the configuration cache on all servers and perform an IISRESET to get all the SharePoint servers up to date on the latest farm information. Republish the content type and run the timer jobs, compare the results.
