Hi everyone i have a problem hope someone can help.

我们公司中有一个系统，可以将关税报告给第三方，关税存储在数据库中，可以毫无问题地从应用程序中读取，我需要的是Windows服务(或其他服务)与此无关 系统，因为将来的想法将在另一个系统中使用)，该系统使用Web服务(由第三方提供)来报告在系统中选择的费率.

We have a system in the company where we have tariffs to be reported to a third parties, the tariffs are stored in database and can be readed from the application with no problem, what i need is a windows service (or something else independent from this system because the idea for the future is to be used in another system) that consumes a webservices (provided by third parties)  to report the tariffs selected in the system.
