I have ran a wireshark log on our network traffic and found that atleast 50% if not more of our servers are sending ARP requests across the network looking for IP's that are no longer active. AN example IP used to be a server. Is this something that can/should be stopped? Would it affect the speed of the network, and yes it is constantly trying.

Usually this is a sign that a service or program is still looking for these addresses to resolve.  You could either look at the addresses and try to understand which services might be looking for them.  For instance, if it's a printer then maybe spooler has remembered a link to an old printer.

In general, the machine should not ARP for addresses unlesss it's trying to use them.  The other possibilty is a virus.  If the ARP addresses are suspiciously linear, you might make sure you are not infected.
