I'm trying to install Visual Studio and UWP Tools in an offline environment for HoloLens development. Visual Studio and the Windows 10 SDK installed fine, however I'm unable to install the HoloLens templates due to a dependency on UWP Tools [makes sense]. There doesn't appear to be an offline installer for the UWP Tools available anywhere -- it's installed as a part of the VS installation and downloaded via the internet. As the environment in question cannot, by policy, be connected to the internet, I'm unable to get the templates in place.

Any advice? Is there an offline installer that I can find somewhere that isn't documented? I did use /layout to create the VS installation files, and it did NOT include the UWP Tools.
