I wrote a program with visual studio (C#) and now i want to make an .exe file for my program to work without need to install and it be a portable program , able to be run in window 7 64bit & 32bit.

Provided you target a .NET version supported in all Windows 7 installations (i.e. V3.5 or lower) and do not use any nonstandard DLL files, then just building the exe for release will do that. If you use a higher .NET version, then it needs an installer, as will any DLL files you add to the program references.
