I am trying to develop an application in which if i type mobile number of another windows phone( in which the same application is installed) and search then it should show the current location of that mobile.

The app on each device would have to upload the current device location to a web server.  Your app would then query the web server.  But you won't be able to use the device's phone number, because your app cannot get the phone number from any API.
