I need my phone keep generating an alert every couple of minutes (essentially, act as a pager) for unread SMS messages.  (My servers text me if they have an issue.  Missing the one alert can cause some problems.)

I couldn't find an app that will do that, so I figured I'd write one.  However, from what I have read, there isn't a way to access SMS messages from an application.

There is no way to know if the phone has gotten a sms message.
