I am trying to develop an app that pulls the amount of cellular data you have total and how much you have left. It then will tell you what you could do with that data, as in if you have 400 mb left, you can browse 900 more webpages, for example.

You cannot obtain the data you need, using the publicly available WP8 SDK.

You would need to work directly with each OEM phone manufacturer to have that data (and the data actually available may depend on the OEM and/or mobile operator).  I do not have those contacts.
