I am trying to apply theme through PowerShell but it is not going through. I uploaded file through SharePoint Designer but this file is not accessible through browser/ powershell

SharePoint requires some urls in specific format (some of them are relative path, for example). I would do a bit reverse engineering.  I would try to create a them from UI, set the url and using SharePoint Manager would check the path and use that path in PowerShell. From memory I think the url should be server relative url so something like "/_catalogs/..."
