I need help setting up server firewall.  I connect to SQL Azure via my desktop pc (which is connected to my Sky Broadband router).  I have an application (MS Access) which has tables in Azure.  I've gone into server firewall and "added client IP" - which seems to work for a few days - maybe a week or two - then i can't connect to the back-end.  I go back to Azure portal's server firewall, and "add client IP" and then it works again - and so on.

Is there a way i can allow all IP addresses connected to my router (or a range of ip addresses)...?

Not dynamically. If your IP address continues to change, then you will need to adjust the firewall settings accordingly.
